External HD issue

    So I bought an external hdd with the idea to clone my older one on to it as a backup but half way through the process the laptop overheated and shut down. Since then I've been trying to get this new HD up and running. Windows sees it and asks if I want to format it but when I click yes it does nothing until I unplug the HD, then it gives me options.
    Windows disk management freezes on "connecting to virtual disk service" when it's opened if the HD is plugged in, it'll only progress if I unplug it.
    Any ideas or is the HD bricked?
