    The alternative is to go to the seller's door with an envelop and pester them.

    Correct. I went through all this crap  4 years ago. You will have to drive your car to official dealer of whatever make you bought to verify VIN. Then to Commissioner of Oath to sign the form and confirm that you're the rightful owner now, then to Garda to have their stamp too. Commissioner will charge you between 10-15 Euro for their time, dealer might charge as well (Frank Keane did not charge me anything). Then when you have that, have it posted to Shannon (I did by registered post, as I was scared this precious paperwork might get lost in post). Once received, Shannon  will then send out some sort of letter to previous owner and will give them 2 weeks to respond (basically to verify did they indeed sell you this car). If the previous owner confirms they did , or just ignores Shannon's letter and does not respond, Shannon will proceed with issuing a new log book (cert) for you.

    Did you ever get this sorted I have the same problem it is not a case they forgot they are trying to say i never paid them even though I have all the receipts and they are trying to get more money from me
