Do all repeat students have to pay for the module again?

I was hoping that I would be deemed as a 'resit' student, as opposed to a 'repeat' student, since I was told that it meant I wouldn't have to pay the cost of the module this way. Today the course coordinator got back to me to say that I'd be a repeat student.

Is there anyway around this? It seems unfair that I've to pay again, as I wasn't even there the first time. I'd imagine a 5 credit module would cost about €700. It was a 3 day (5 credit) module during the Easter break of semester 2 that I wasn't of being on.
