Can anyone advise as to what the rules are re driving following a stroke, TIA or Mini-stroke?
I understand that a month must be allowed before resuming driving but are there any other conditions?

Speak to your doctor and/or insurance company.

It is suspected, by a physio, that my father in law has had a stroke. He has been referred to consultant. GP has said that he is not to drive until cleared by the hospital and by rights, should inform his insurance company.

Insurance need to be informed, get a letter from consultant saying fit to drive and notify the NDLs.

Does the automatic month-long prohibition on driving mean that Motor Tax and Car Insurance cover are automatically extended by a month also?

Nope, unless you cancel the insurance and there's usually a fee for that. Tax maybe if you certify it as being off the road, certainly nothing automatic.
