Voltage across battery terminals

    Hi,
    I have an old phone (pre smart) I'm trying to resurrect for my child. Nothing happening when plugged into charge. Trying to ascertain if its the battery or the charger. What voltage should I be seeing across the charging terminals when its plugged into the mains charger? I'm doing this when its plugged into the charger, with a multimeter across the terminals (battery is removed). Its a 3.6V battery.

    3.6V = 50%
    > 4.1V = overcharged
    < 3.2V = overdischarged

    for a li-po/li-ion cell. A battery is a group of cells.
