I know, the normal way to get PPS Number is to get the letter of offer.
But what in situation if person doesn't work. Is any chance to get PPS without work?
My father maintenances my mother, she can't work because of health reason, she doesn't have PPS No. In result of this my father in my applications ( ex. medical card) is considered like single ( online/paper applications need partner's PPS to proceed application).
I would be grateful for any advices how my mother can get PPS.

Your mother or a personal representative of your mother would have to contact client identity services.

    See bottom of this page

If your Mother and Dad are Irish and she in the 50+ age bracket her PPS no would have been the same as your dads number with a W at the end.
    As per the link below
If you are changing your W number for a new PPS number, you do not need to go through the same application process as everyone else. To get your new number or to be re-instated with your old number contact the Client Identity Section in the Department of Employment Affairs and Social Protection (DEASP). The phone number is (071) 967 2616 or Lo-call 1890 927 999.[quote/]

She needs to apply for a pps number and show proof that she needs to interact with one of the bodies that requires a pps. One of them is health services as far as i can remember.

    Hi

Create an appointment. Bring the form fully completed and signed, for example a medical card application form. That should work as evidence that it's needed.

A PPS number doesn't guarantee entitlement to anything though.
