    I thought an ELCB was not effective if you are using a double insulated appliance (no earth wire) - and many electrical tools are like that.
    It would be possible for the lead to become damaged for example, and the RCD would minimise the shock risk on a person contacting a damaged phase wire, and earth.

    The idea of RCDs on socket circuits is because people regularly use hand held appliances and move them around etc, and they, or their leads can become damaged. Irons are a good example, the leads often end up in a tangled mess over time.
