Bought iPhone 6 and the “quick start” option to transfer my iPad data to it does

The quick start option doesn’t work because the iPad doesn’t register the new phone in its presence.

What gives? Nothing on the internet so this obviously doesn’t happen much...my new iPhone has a sim but my iPad doesn’t but presume this doesn’t matter

Are they both running iOS 11?
