House rewired, maybe not REC?

    We got our old house rewired recently and it looks fine. However I can't find those who did it on safe electric Ireland's register. It says we're supposed to get an ESBN certificate on completion but they said they would hold it back until they received the whole money.

    Should I get the work inspected before handing over the remainder of the money? I also have to submit a letter stating that we are satisfied with the work to get a grant for it. Or do you think it is ok? All the materials and items are new. They might be registered somehow but it's not coming up for me.
