Alternatives to Photoshop and Illustrator

I use Photoshop and Illustrator at work but at home I usually just dabble on my own projects occasionally with fairly old versions to boot. I was thinking of getting a new computer and since you can't buy a physical copy of the software didn't really want to start the monthly subscription of the latest versions.

I see Sketch is a big thing now but it's only for Mac (thinking of going PC); any recommendations for cheaper, or even free, alternatives that have a reasonable amount of features?
