Has anyone bought old tyres from garages for training with? want to get a couple for resisted running and maybe some sledgehammer work.

are garages normally ok to give these away?

They're not supposed to on account of the Waste Tyre Regulations but you can always ask.

Notwithstanding subparagraphs (1)(b) and (1)(c), on and from the commencement date of these regulations any person retaining waste tyres following the supply of replacement tyres shall be prohibited from supplying waste tyres to any person or persons other than—

    (a) an authorised waste collector or recovery operator who is acting on
behalf of an approved body established in accordance with Regulations
    30 and 34,
    (b) a local authority providing a service for the collection and environmentally
sound management of waste tyres or, as appropriate,
    (c) a retailer from whom the replacement tyre was supplied in accordance
    with subparagraph (1)(c)
