Rules regarding closing and opening new account?

Just wondering what the rules of opening and closing accounts are? If I close my current account can I start up a new one? can I do it straight away or do I have to wait or what?

You can do so straight away, though not with the same email address.

Not specific to the OP here, but just to make it clear to anyone considering closing their account to start "afresh" - any disciplinary record from the old account may be taken into account when considering action on the new account.
