Which bank offers standing orders to another EU country

I'm currently using AIB and getting tired of repeating the same manual international transfer every month. I see no reason why people shouldn't be able to transfer to another EU country on a recurring basis without the hassle of going through all the manual steps. Does anybody know of a bank that offers standing orders to another EU country?

Bank of Ireland and KBC make no distinction between any SEPA accounts.

AIB are the only bank I know that treat non-Irish SEPA accounts as "international", because it's 100% illegal.

They "Support It", but don't think you can "save" the BIC/IBAN yet (for internationals)

Why would that matter for a standing order? The fact that you can't set up an international payee for ad hoc payments is a bit annoying, but for a standing order you just enter the details once

Isn't making a distinction between domestic and foreign SEPA accounts illegal?
