Conflict of interest

Can anyone explain the following to me and explain how it is a conflict of interest? Worked for a haulage company last year for 2 weeks. I had to resign in my final day due to personal reasons. No notice etc. I was offered the same job with the same company today through an agency only to be told they can't place me there…

For a 2 week contract they're only bringing you in to cope with staff shortfall, extra business etc.

If you didn't work one of those days it likely means that the haulier had to cancel a job for one of their customers, who in turn had a angry customer of their own.

I can understand the company being hesitant if it got burned like that.
