Star Wars question re : Stormtroopers

Probably be a while before I get the answer but are the Stormtroopers in Star Wars meant to be robots or are blokes in costume? Btw, I know that they're really blokes in costume in real life.

During World War I the Germans used stormtroopers

Other armies have also used the term "assault troops", "shock troops" or fireteams for specialist soldiers who perform the infiltration tasks of stormtroopers.

and these blast points, too accurate for sand people. Only Imperial stormtroopers are so precise.
