    long and short

I used to sell a few items on ebay , last time was over 5 years ago , but at the time there was a dispute ( paypal always favour buyer even when wrong info given by buyer to paypal ) it was for €112 , I haven't sold anything in over 5 years on ebay , so my question

is there anyway I can open a new paypal account with my visa debit instead of my credit card and not getting detected over a 5 year old dispute , ive 100 % feedback and over 50 transactions

im not willing to pay the dispute as I genuinely feel I was swindled by paypal

any ideas ??? not sure if they detect you by IP address or what

Your real name and address are needed for the card to work. Theyll match that.

With most providers your IP will change (some just by restarting the router other like Virgin when they replace router), unless you pay for a fix IP address.

You could set it up on a mobile device. Even a tablet tethered to your phone. That would give you a temporary IP.

The IP address won't matter. They'll identify you by name, address, date of birth, bank details, card details, and possibly other stuff. If you set up a new account, they may or may not be able to match it to your old one. Only way to know is try it out.

Maybe try using a prepaid credit card. As far as I remember you can register them to any address. Maybe use work, relatives etc. I have a swirl and as far as I can remember I did bot have to send proof of address.
