Bash: Way to get 700 lines out of a 1900 line file spread evenly

So if i have a file with 1900 lines, i want to take 700 lines out of it

Thing is that for sake of load distribution, i want it evenly dispersed. Roughly every third line in this instance, but at the same time, i might select to take a different number of lines from the file.

Any scalable solutions that come to mind?
