A corset has to be laced up before it is tied. She would have to lace it up first and then tie it when all the laces are pulled tight.

Many of them have hook and eye or clasp closures at the front so you lace it roughly to fit and can adjust the laces in or out once you're inside it.

If you are a size 9 in flats you can wear size 6 heels as long as the heel is 6 or more inchs high so a size 11 should fit into size 8 heels.
