    Having read what I am and am not allowed to do I wonder how can some people promote things? Is it that we must wait a while?

    If you're an active member of a community, you might get a little more leeway. This isn't guaranteed and you're still better off checking with the mods if it's OK to post about something you're doing. But to get to that point you need to be a proven active and useful member of a forum.
