Uncontested divorce, no relief sought: Is affidavit of means needed?

    Most guides claim "Affidavit of means" is required for divorce.
    However, the site

    familylawirelandhq.com/tag/affidavit-of-means/

    makes the following statement:

    However in Dublin in where no financial relief is being sought, an affidavit of means is not required by the Family Law office.

    I am right in understanding that if no party seeks any compensation, the affidavit is not needed?
