iPad2 trying to update ios6

I've a iPad 2 that is currently running on ios6 and I've been fine with that until recently when certain apps won't update due to iPad not being updated. When I try to update to ios9.2.1 It fails verification. Any ideas how I can update without connnecting to iTunes.
