Dictation App suggestions

Hi I had a query in work from a guy who's old tape dictation unit failed, these are around 600e for the kit including the secretarys play back tape drive foot pedal etc. My question is, is there an app anyone can think off that covers both the dictation and sharing so it can be transcribed by another person ? So basically…

So basically he wants to be able to dictate and his secretary can log in somewhere and play back as he is on the move.
