Red Tape?

I'm in the process of exchanging emails with the Dept. of Transport regarding a "change of boat/ VHF licence issue".

I fitted a VHF radio to my Microplus as part of its' refurb. I did my VHF course, costing about €220 and got my MMSI number and call sign. I then had to apply for a "ships licence" as the radio is fixed, as opposed to hand held, costing a further €100.

From my understanding, the MMSI number and call sign are assigned to the radio, although the ships licence shows the boats name.

Now, after getting a "new" boat, which I'm working on, I will want to transfer the radio to it in due course. I will remove the name from the Microplus and rename the new boat with the same, original name. The ships licence gives no details of the boat, other than the name.

The Dept of Transport say that I'm not engaging in a simple "change of ownership" and must apply for a new ships licence for the new boat, at an additional cost of €100.

The cost isn't a real issue, it's just a matter of principle to me. What's stopping me from just doing the swap, rename and carry on as if nothing has changed.

The Microplus will be sold and renamed by the new owner and will be sold fitted with a new, unregistered VHF radio, for the new owner to do with as he or she pleases.

Anybody have any experience of this sort of thing? Any thoughts welcome.

I'm guessing the MMSI number is assigned to the microplus with it's size and shape this is what the RNLI will be looking for in an emergence if the new boat is a different size and shape they may bypass you and keep looking for the microplus the name on the boat will probably be the last thing they see when looking for a boat.

Point taken, but unless I'm mistaken, there is nothing to determine exactly what sort of boat the MMSI applies to, other than the fact that it is a pleasure craft/cabin cruiser, within a particular length, which can apply to either boat.

All that's on the ships licence is the name of the boat, which will be the name of the new boat.

Thanks for the response and as an aside, do you know what's happened to "Practical Boating Forums"? I visited regularly and all of a sudden it disappeared, only to be replaced by "Motor boats and outboards" ?

Just an update of sorts. The last communication I got from the Department was on May 22st acknowledging receipt of my previous email. The mail from the Dept. assured me that the matter would be responded to within 12 working days! Have they given up trying to justify why I should give them another €100?

I think my course of action is clear!
