Manager changed BH to being paid rather than an additional day off without notice.

Hi As the title suggests, my Manager, who is quite lazy ,has got tired of the hassle of giving us additional holiday allowance for bank holidays and has opted to just pay us. There was no notification of this, question is, should he notify us of changes, or can they change what they give us for bank holidays without notice?
