    Dave.

Portmanteau names rarely sound right unless they happily combine to make a more established name, usually in another language.

Jam Ann. But you would pronounce it in a Jamaican accent so it sounds like jammin or jah man depending on the mood or occasion. The baby will have to be a dj or something similar when it grows up or it might be a hindrance. Are the parents musical/Jamaican?

OP not being funny but why would you want to call a boy after a woman? It's going to be very hard to make up a name with anne in it.
How about Jaime (it's close to Aine which is irish for anne) and also sounds close to James.
Julian also perhaps an option or Johan.

    Sean

The Irish for James = Seamus + Anne => Sean

If she doesn't like that, why not arrange the names the other way around:

Anne + Seamus => .............Yeah, maybe not

I don't want to be insensitive because it's a lovely thing to do, but if it's a baby boy could you not just name him James and save Anne for a girl down the line.

If you want to combine them the best I think of is Jayne which is a name in it's own right but works as a combination.

That's not a name though, it is just two letters. Did they have a nice surname or house/road name? I wouldn't be mad on naming kids after dead people but a middle name referring to something they liked or a memory might be nice.
