Factory reset rooted device,stock?

Have an Asus Memo Pad Mx173 that is rooted but running stock 4.2.2 Passing it on to someone - is it ok to factory reset it or what is best way to clean it and install new owner account?

Depends on the root method but probably. You should read whatever thread/guide you used to root it.
