When it first started, it was likely just a few unconfirmed reports reaching them. It would take a short period of time to ensure that everything is actually happening and I would assume that closing down all phone networks/social media takes a lot of time.

Authorities now think that 1 or all of the bombs are now suicide bombing.

It's such a strange concept, for me personally, that someone could have such hate and anger that they are willing to strap bombs to them and kill themselves for their cause.

Blocking social media won't work, especially in a city like Paris. But the media did their job by being quiet about police operations, so as not to alert the scumbags responsible.
