    Hi all,
    Does anyone know when they will let people know if they are in the young farmer/ national reserve. I applied this year and still have not got an answer. When I rang they said it should be this month....but they said last month aswell. I have just started farming in my own name this year and the delay in this has delayed all my payments until a decision is made. Its stopping me applying for glas aswell. Any advice would be appreciated

    I don't think you will hear anything until December. I don't see why this should stop you applying for GLAS

    thanks for your reply, What I mean is that young farmers are meant to get priority treatment because they couldn't enter the first phase but the second round will be closed for applications before a decision is made.

    I still do not see why you can not apply for GLAS. As long as you have the LISP numbers for the areas of land you are submitting you should be submitt a plan. Are you sure you will get priority because you are a young farmer I have not seen mention of that anywhere

    You should have a letter in the post tomorrow or Tuesday.

    Thats what they said last week. every other farmer type got sorted during October but young farmers are left hanging. I wonder will payment to young farmers actually happen on december 1st ?

    In the exact same boat lad. Checked today's post ... nothing! Reckon will be close to the pay down date before hear anything. Does get you worried I have plenty bills to pay.

    I rang them again today, said it could be as late as December with acceptance letter sent the same time as payment, if u get in. I hope this isn't the case

    I hear that letters could still be another week or more away, and those who havent done their education piece are likely to hear first. True or not i couldnt say. The complete lack of communication of any sort is incredible and just sturs up anger. This one will be getting my canvassors ears red at Election time

    I just got another letter saying they needed another piece of information!!absolutely fuming!!! This is the third time they have come back they couldn't just come back for all of it together no? My financial details and my dad's were for a different year and they were supposed to be the same year so now that's the problem.
    god help any of those guys if they got a job in the real world!!

    Is it true we have to have started the green cert before the end of the year?? Pay 2500e to qualify for something we don't even know if we got into?I accept the green cert is important and is something I would definitely do down the line anyway but I have better places to put that money into in the farm at the moment, the college will want it's money before the payments even come through?if they come through at all. I'm hoping for the national reserve, don't have any entitlementa on the farm I'm taking over

    The expression of interest letter I got from Teagasc stated that I'd be starting the distance learning 'green cert' course in Sept 2016.

    This is what I uploaded when I applied to the National Reserve as a new entrant.

    I have every intention of starting this course, and am looking forward to it. But having to do this course to apply to the National Reserve was also a consideration.

    Coincidently (or maybe not!), Teagasc rang me today asking if I was still interested in doing the course next year and I said I was. There was no mention of having to make any payment, nominal or otherwise, before the end of the year.

    To be honest, there's about as much clarity and transparency around this as there is around Google's tax affairs.

    This sounds like a right mess - is there anyone in charge (or responsible) in the Dept?

    Some sort of public statement would be great, one way or the other

    It's very unlikely that there will be a public statement from the minister as this issue is a political hot potato and with an election around the corner the minister will distance himself from this as much as he can. This was known from the middle of last week after Brussels would not accept the Sept 2016 date and it is only coming to public attention now.

    Well summed up. My OH actually said it would be like paying a solicitor a barristers wage before he qualifies and would never fly if someone actually challenged it. Mainstream farm organisations are very quiet on this too deliberately to support him IMO. It's a grade a balls up and the hatches get battened down. Support new enterants my ear

    Its been known for a good while applicants had to be started before the end of the year, we were told about it nearly a month ago. I started it this year as is been putting it off for years and would have kept putting it off to be honest if I could have got away with it. It's not really the governments fault when it's been pushed by Brussels and to be fair I can't blame them. We would have been getting paid on a course we might never have done.

    If u qualified under the Scottish derogation u should b paid by now...well depending if u have received the bps yet. No new entrants paid or even notified if they have been successful. DAFM say that these notifications and payments will commence at the end of November early December

    Exactly!

    Why tell people they'll qualify for something when you don't know if they will or not? Or is it a case that Brussels first said Sept 2016 was OK and then changed their mind?

    I appreciate there's an election coming (not that this should be an excuse), but we can only assume the worst in the absence of any update from the Dept or Minister.

    It's a separate payment of 25% of your BPS? For first five years of farming . I'm in it but commenced farming Jan 13 so will only get 15/16/17 but better than a kick in the arse

    Statement from Teagasc:
    Following expressions of concern over a last-minute change to the deadline for beginning the Green Cert, national training body Teagasc has reassured students that they will all be accommodated.
    Due to a last-minute instruction from the European Commission, farmers who wish to avail of the 2015 National Reserve (NR) and Young Farmer Scheme (YFS) top-ups now need to have started their agricultural education by 31 December 2015 rather than the initial stated date of 30 September 2016.

    I was told a good while back by a lecturer, so either he knew something or was pure guessing either way your timings wrong.

    Reading the IFJ on this now. It's a balls of a situation now the whole thing. It's the middle of November and it's only come out that the course has to be started by the end of next month (31Dec2015)...... and we haven't yet been told officially??

    How is it going to work? We haven't budgeted for the fees that has to be paid in full on commencement nor had the time to organise time off work. That's even before they figure out how they are going to be able to even deliver the course to a potential 4000, EIGHT times more than the annual average throughput of green cert students...... cracked!

    The distance ed green cert will be starting in December. I think that covers those on the upcoming course.

    Yes, 5yr from year of issue.

    it will be 25% of all yfs entitlement values averaged which is predicted to be approx 60 e/ha up to 50ha or a max of 3k

    Spoke to my Ag Adivisor today and he said very very slim chance Young Farmer payment will be made on the 01 Dec. Thats bloody tough have so many bills to pay and lads assume I got payment back in October. Still waiting on my ANC payment too seems top be fouled up with the YF payment.

    No don't assume anything. They have to write to everyone who have not done the Green Cert.

    I'd say these changes will push payments well into January. Have you commenced training? I think that letter went out to everyone who committed to training. I would'nt assume to be accepted.

    I am on a course started jan 2015 and got no letter. Assume that letter you got just about changes and again no letter as yet confirmed any allocation.

    No havnt started the coarse yet but will have started by the end of the year, even if payment got pushed out but we knew if we were getting it and how much it would be a great start at this stage. Taking a shot in the dark with the coarse fees in a hope of getting some of it back.
