    It might but I don't see the logic in England's presence affecting the attendance at non England games? I would assume your casual England bandwagoner wasn't shelling out to see Tonga play Namibia.

    If they beat Argentina and deny them a losing bonus point/try bonus point, and then go on and get a losing bonus point/try bonus point against New Zealand, then I'm pretty sure that would knock Argentina out.
