I've been trying to gain at least a stone over the last four or five months but having no luck even gaining a pound. Can anyone offer any diet tips.

Breakfast: Pint of full fat milk. 6 slices of bread with cheese and ham. Or if I have time before work 2 boiled eggs with 4 slices of toast.
Lunch: 400 grams(2 cups) of rice with stir fryed vegetables and chicken fillet.
Dinner: 1kg bag of baby potatoes. Half head of broccoli and two carrot. Either chicken fillet or steak. 2 yoghurts for desert.
Bed time snack: 300 grams of pasta with carbonora sauce.

Do I need to be eating more or higher fat foods as even the above is a bit of a struggle.

use something like myfitnesspal to take yourself out of the equation

log everything you eat (weighed/measured) into your diary every day and if you're not gaining weight after 2-3 weeks, add another couple of hundred calories.. then in another 2-3 weeks....., and so on so forth

you must be very active throughout the day if you're not gaining on all that

You can use this to get an idea of the calories you burn on an average day (the TDEE).

After that, do as strelok said. Track accurately.

You're eating lots, but nothing high in fat. Plenty of volume, but you could eat a similar amount and easily gain extra calories without feeling too full. Eat a premium ice cream. Get some peanut butter and nutella in on the party. Enjoy.

I thought the same, load up your diet with fats. Apart from the milk and cheese in the morning, there isn't much fats in your diet.

You just need to eat more and you need to be smarter about what foods you eat. Your current diet looks like it would be a pain in the ass.

    Milk
    Butter
    cake
    peanut butter
    cake
    burgers
    pizza
    cake

A bulk diet should be the enjoyable part and at your height and current weight you really can just wolf it down
