Headstone - shoddy work?

We got a headstone done with plinth and kerbs.

Initially the plinth was not level, had to get that corrected. Apparenty the employee who did the work left in the middle of the job.

After some B.S., they went ahead and leveled plinth but leaving a few mm mismatch in height

My main query is this. There are now gaps between the various pieces (for example kerb and corner posts) that have been filled with a thin bead of mastic. They claim this is to allow for expansion - however fireplace hearths are not done with mastic!

Is it a bad job?

Does anyone think it is normal to have mastic in expansion joints?

Thanks. Is that definitely a soft mastic, not something else like a cement?
Can you deform it with your fingernail?

Also, are the flat plinth pieces (the "floor") at exactly the same level, or is there a couple of mm step at any of the joints?

It would be normal enough to fill with mastic or sometimes cement between the joints of the corner posts and kerb
