Uk reg car impounded in Ireland. What can I do?

Hi all. Just looking for any info or advise. While i was away in OZ my uk reg car got impounded just over the border in CO Cavan. Because my half wit of a brother decided he'd take it for a spin with no road tax or M.O.T.... Anyway, i found out 6 months later when i returned to Belfast.. So i ring the Garda and they tell…

Was it the Gardai or the Customs who took the car and impounded it? Customs do not charge for storage, the Gardai will.

Was the vehicle parked in a driveway or in a yard or on the public road? You dont need to have insurance or an MOT if its not actually on the public road. I assume if you were in Australia and it wasnt taxed you would have it SORNed?
