How to achieve 2 opposing fitness goals?

    Height 6ft
    Weight 175lbs, 80kg

    Goals
    1) Lose weight on my stomach (the only place I have fat)
    2) Gain 7lbs in muscle

I understand that there is no such thing as an exercise that just targets fat on your stomach. You have to run, row, swim etc and your body will reduce fat all over and as a result your stomach will lose fat too. Given that I don't actually want to lose weight as I'm trying to gain muscle, is it possible to achieve these 2 goals at the same time as high intensity running/rowing etc will cause that.

You just have to expend more calories then you consume to lose fat , it's pretty simple. It's very difficult to lose fat and gain muscle, you can lose fat and gain/ maintain strength sure , but muscle building requires a surplus of calories which is at odds with fat loss. You're better off focusing on one at a time, then trying to do both and making a balls of it.
