I am trying to determine how many daily calories a person will burn at

    A.Bed rest
B.Low activity job(office job) but walk around a bit
C.Low activity job but does 1 hour of intense weight-training every day

Obviously Gender, weight and height are determining factors

I think those calcs are good for estimating BMR. But I always think the activity factors are very high.

Eg, for If I select office job, it gives my maintenance around 2200. Probably about right.
Say I do 2 hours exercise per week and select 1-3 hours. It gives me an extra 321cals per day, or 2247 per week. I'd need to be burning 1123 cals per hour of exercise (on top of my RMR) to cover that. If I do 4 hours and select 3-5, its also 1123cals per session.

all of those methods have their flaws so just pick one, weigh or take body fat tests regularly so assess properly

I'm aware that every method will have some tolerances as people will vary. But the specific flaw I pointed out could be corrected really easily without any negative effect (that I can think of).
Sure, everyone should assess and adjust as they go. But somebody who starting TDEE is grossly overestimated could lose a few weeks while there a adjust.

agreed - still using mifflin calc for TDEE in people that dont have massive amt of weight to lose and Katch mcardle in more OW people with very minor tweaks along the way
