Electoral register details sold on and used for scams

I went to the letterbox to collect the post a few minutes ago and unusually there was a letter with a Spanish (Espana) stamp on it. I thought it was a letter from my ex (excitedly opened it) and all that was inside was this :(

Couldn't help notice that the address was written exactly the way it is on the electoral register (same error). I also remember specifically saying no to marketing/letting my details being used this way when I registered to vote. So how did these scam artists get my details? Breach of data by NTCC?

As excited I am having received my first letter from Spain (USA, Germany, Italy and a few other countries before but never Spain. Ugly stamps) I have a feeling I will get more junk mail like this in future.
