    Some people just drive slow, there used to be a guy years ago on the 53 and he would drive so slow you would literally be quicker getting out and walking, I dont think it was for any particular benefit as he did it even when he was the only bus on the road, he was just comfortable driving slow, there are some people who just drive too slow and there are a few that drive too fast.

    That said the NTA want regular bus journey times and even headways with timing points along route so if/when that is done the days of flying in when the schools are closed etc will be over if its an hour and a half journey it will be an hour and a half even when no one is on the road and you're the only passenger on the bus.

    Well there is a large assumption there was anything wrong with the bus, in all likely hood there wasn't or it would have been changed, it may be that this guy just prefers to take his time, or it may be that he was instructed to take his time, ( relief driver running late, or too many buses parked up at a terminus etc), or maybe he suspected he had a plain clothes monitor onboard monitoring his driving or maybe he had one recently and was told to drive slower, maybe he thinks that 40kmph is the maximum safe speed to drive a large vehicle with passengers, walking around and no seatbelts,either way unless he is deliberately late arriving at the terminus he hasn't done anything wrong.
