Fixing interest rates

Anyone considering fixing interest rates on loans? Will the ecbs' announcement make any odds on rates achievable? Any good source to find info on interest rates and banks own funding in order to negotiate if i can at all? Sorry for all the questions just looking to get as much info as I can

Irish variable rates are inflated so we're being fleeced no matter what, unless you're on a tracker that is!
