Possible damp - help

In my bedroom on one of the walls particularly one corner of the wall there is what seems like little green circles/dots. I'm not sure if its damp or something else. I tried washing them off but they didn't even fade. Would this be damp and if so how can I get rid of it. I don't dry clothes in my room and the windows would…

In my bedroom on one of the walls particularly one corner of the wall there is what seems like little green circles/dots. I'm not sure if its damp or something else. It made some of the paint peel a bit so I have painted over that small bit. If it's damp how do I get rid of the green dots? Thanks!
