The main two reasons are :

Going by the assumption that Jamacia+1.5 loses. Uruguay score 2 goals or more. I assume Cavani/Hernandez will at least grab 1 of them so it's a slight hedge in a way.

Jamaica are 5/4 to score a goal. I think the 1.9 is a bit safer in case only 1-0.

Ideal result is 1 goal in the difference with Hernandez/Cavani FGS or AT:p
