Is it possible to use IRC funding for a 4th year ?

I'm just wondering has any one used remaining IRC funding for a stipend in the 4th year of their PhD. I've a fee waiver and as a result I'll have the funding that would have been used to pay my fees left over and I'm hoping that I can use it for a stipend in the final year of my PhD.

Everything outside of the money given directly to you is returned to the IRC at the end of your term.
