External HD partitions

    I an external HD partitioned in 2. I want to increase the size of the second volume but I can't get Disk Utility to cooperate: the corner drag thing doesn't show.
    Its a 1TB WD Passport for mac partitioned using disk utility into 795GB Mac OS extended (for time machine backups) and 205GB FAT for movies.
    Disk Utility says that there is a capacity of 794GB, of which 794GB is used. But the Mac OS Extended volume says 163.3 of 794.48 GB (631GB free) and the FAT has 196 of 205 used.
    How do I increase the size of the FAT volume?
