Am I correct to assume that if you live in an apartment with shared water supply system, then nothing will happen if you don't pay?

Irish Water have threatened non payers with reduced pressure, but our apartment gets water through a main pump that is powered from the main supply. So if anyone in the building doesn't pay, I doubt very much they can reduce the water pressure to the main pump as other apartments would be affected too, even if they have paid.

I'm sure they'll come up with a way of making people in apartments pay.

I'm guessing that at some stage they will maybe come up with a way of charging management companies a set rate per household and the bill will just go on top of management fees. Am not sure how they could/would implement this as i have no dealings with management companies but am just throwing the thought out there and am open to reasons as to why this wouldn't/couldn't happen.

One question I havent seen asked is: What if a couple have broken up and share custody of the children. Will the two separate properties have an allowance for the child or children or will it be split somehow?

And how would they fine you, if you don't provide your details?
