Slow wi-fi connection

I have this problem ongoing for months now, my laptop is windows 8.1 and Ubuntu, and my PC windows 7. When the laptop boots into windows 8.1 I usually have a 4 or 5 minute wait to connect to the wi-fi but Ubuntu will connect after a few seconds, so I know its not a hardware fault. My PC has an SSD so boots quick and until last week was connecting after a few seconds like the laptop in Ubuntu, but now takes maybe 30-40 seconds.

Is windows just crap with regards to wifi connectivity and network adapters or could there be another reason. The laptop is beyond a joke at this stage. Any help would be really appreciated.
