    How do they work guys as in:

    Someone develops a Native App for a Business.
    That Business has a deal of the day and wants to alert anyone who wishes to receive this each day on their native Ap.

    Does the Business owner have to send the info to the Developer with the account to Push that out or can the Business owner send his own through a web form update like a Dynamic website CMS??

    With Android a developer can register a server application with the Google C2DM servers and from it send the desired messages. The process is simelar, I believe, with iOS.

    So yes, the Business owner could send his/her own through a web interface.
