    Yes and no. Say right fair procedures yes, right to vote in an election that only citizens can vote in then no.

    Depends on the specific right. Example, Article 40.2.2
    No title of nobility or of honour may be accepted by any citizen except with the prior approval of the Government.
    Obviously enough, this specifically refers to Irish citizens.

    On the other hand, Article 38.1:
    No person shall be tried on any criminal charge save in due course of law.
    Refers to persons, rather than citizens, so a non-Irish person is still entitled to protection under that article

    Treaty on European Union would likely mean that a non Irush citizen who was a treaty national couldn't be treated any less favourably in the ordinary course if the application of the domestic law, for example rights not to have their property interfered with or their rights to follow chosen beliefs/religions.
