I'm not aware of anyone, I doubt the smaller one-car operations do because that would eliminate their main market.
The RSA have a list of approved instructors which cover Carlow if you want to ring around.

Is it still the case that if you pass your test in an automatic then your licence is restricted to driving automatics only?

yeah if you pass in automatic you can only drive automatic
