How does a quad core box with 2gb ram and a powered USB hub for peripherals function as a desktop?

    Or is it a non-runner?

Not to sound too short but it depends on what you want it for…

Anything you can do on a pc except gaming and graphics stuff really

What would the quad core with 2gb ram be like for video conversion?

    • What programs would you be using? Have you checked they (or equivalents) are all available on Android?
    • Do you have a touchscreen you can use? Have you used an android box with keyboard and mouse before?
    • Only 16GB internal storage doesn't sound like much (especially with only USB2 ports available, no USB3)
    • Only 2GB of RAM doesn't sound like much

Running Android like a desktop is fine for the most part, even if it isn't its intended function. I'd just be more concerned about the kind of apps you'd want to be using. You have to remember they're all made with mobile in mind, not desktop power-user stuff. Also remember, mobile quad core on Android and desktop quad core i.e Intel are two VERY different things.

In ways you'd nearly be better off with a cheap Linux/Windows box.
