New connection to existing Eircom ducting

How do Eircom typically connect to existing ducting that already has phone cables running through it in order to create a connection for a new house build? Do they carefully drill a hole or is there some other way they get access to the pipe? Is there some special type of T-Connecter that they then attach/glue to the existing duct ?

Usually put a precast box or build a chamber with blocks on duct line to get access.
