I have noticed this going on in a few harbours around county Dublin but can't see a good reason for it, I use a small boat and found them very handy for loading and unloading also when I bring kids out they find the ladders very scary especially at low tide and would much prefer the steps. Is this going on all over Ireland or is it just fingal Co Council.
I can also see this guys point about safety the quicker you get someone out of the water the better for all involved hanging of a ladder with someone thats drowning would be no easy task and a danger to the person doing the lifesaving .

Valid point about the kids off school especially if future weather is like the summer gone. Dont know how bad balbriggan is for pie jumpers but if they do the same in howth there could be trouble plus the steps in howth are used by the irelands eye ferry. Cant see to many tourists or young children climbing down ladders to get the ferry. There must be a room in the council building where a group of beards sit around and discuss what stupid ideas they can come up with for the week ahead

It's funny Dublin port company had been in charge of the harbours up until a few years ago and never had a problem with them but now that the Co.council have taken them over they want them gone without talking to any of the people that use them  Like the man said throw the concrete over the harbour wall to stop the harbour from falling down before you waste it filling in steps that are there for a reason and a serving a purpose. :(
This country is doomed by it's own stupidity :D

As for the pier jumpers the council do have a new bye-law against it, http://www.fingalcoco.ie/media/1.3.3%20Harbour%20Byelaws%20Adopted%20Balbrigagn%20&%20Skerries.pdf

not sure about Howth yet but "monkey see monkey do" :)

Howth harbor isn't under the remit of the county council as it's a state controlled fishing harbor. The department of Agriculture looks after it.
