Preliminary Tax Liability and PRSI Question

    Hi,

    Just in the process of filling out my form 11 for 2012.
    I'm not liable to pay any tax, but I am due to make the minimum payment of €253 for PRSI.

    My preliminary tax for 2013 is supposed to be 100% of my income tax for 2012, which is 0.
    However, my total liability is obviously 253, including my PRSI.

    Does this make my preliminary tax for 2013 100% of my income tax, or 100% of my total liability?

    Any help would be greatly appreciated..
